Approved companies
Obtain an Approved Filler Compliance Certificate by taking a course that covers the latest industry practices, safety standards, practical assessment and regulatory requirements for handling A1, A2 and A2L refrigerants.
Approved companies
RLNZ supports HVAC&R companies throughout the learner process by providing reporting and progress within the learning management system (LMS). Through the LMS, approved companies can:
- Track learner progress through the theory courses
- Monitor course completion status
- Receive regular reporting on their group of learners
- Obtain Record of Learning for each learner
The system provides approved companies with a simple and transparent way to manage internal training while maintaining industry consistency and compliance standards.
Approved Company Verifiers (practical assessment)
RLNZ supports HVAC&R companies to establish and train Company Verifiers within their organisations. The role of the Company Verifier is to undertake the practical assessment for either the A1 or A1 and A2/A2L courses. To become a Company Verifier, individuals must hold a current Approved Filler compliance certificate and successfully complete the RLNZ Company Verifier training programme and meet the following requirements:
- Hold a relevant Level 4 NZQA qualification or higher in refrigeration, air conditioning or mechanical building services i.e. Trade Certificate in Refrigeration and Air conditioning.
- Successfully complete the RLNZ training programme with a minimum pass rate of 80% in the theory courses.
- Complete the Approved Filler Refrigerant Calculations course.
- Successfully complete and pass a practical assessment.
RLNZ provides a handbook covering all administration requirements, access to videos demonstrating the practical assessment process and associated paperwork; and once all requirements have been completed, RLNZ will connect the Company Verifier with a Worksafe Certifier.

Q. What substances fall under the 2.1.1A category?
See below for a list of refrigerants which fall into the 2.1.1A category. However please check the Safety Data Sheets of the substances you are using to confirm their classifications. Below is a list of refrigerants which are categorised under HSNO classifications as 2.1.1A substances. Every effort has been made to ensure this list is complete, but please check the Safety Data Sheet of the substances you are using to confirm their classifications. Ashrae Classification R-32, R-50, R-142b, R-143a, R-152a, R-160, R-170, R-290, R-600, R-600a, R-1150, R-1270, E170, R-408A
Q. Why do I have to do an Approved Filler certification when I am already qualified as a refrigeration technician?
Under the Health and Safety at Work (Hazardous Substances) Regulations 2017, anybody handling or recovering compressed gases must have had suitable training and hold an Approved Filler Test Certificate. Most refrigerants currently used in New Zealand are classified as compressed gases under the Health and Safety at Work (Hazardous Substances) Regulations 2017. Some refrigerants currently used in New Zealand such as propane and butane are flammable and hazardous substances under the HSNO Act. Therefore, nearly all users of refrigerants are required by legislation to hold an Approved Filler Compliance Certificate.
Q. Is there a time limit to the certification?
Yes, the Test Certificates and card expire after five (5) years but can be renewed.
